What experience do you have in this field? It is highly specialized, requires quite a bit of capital, and there’s plenty of experienced and rather cut-throat competition out there already. Are you an experienced and credentialed copywriter? Graphic designer? Mailing list specialist? Probably not enough to expand into a direct mail marketing/mailing biz.
Understanding bulk rates is the easiest part of the operation. You need a minimum number of pieces per mailing, and it has to be sorted by zip code and delivered to the PO in zip code order. Plus you need to pay annually for a bulk mail permit. It’s expensive, you would need to be mailing over 1000 pieces per mailing with several mailings per month before it is cost effective. If you have to pay someone to sort and bundle properly, you’ll need to mail 10,000/mailing, and at least that much per week. Most of this is being done by machine by the "Big Guys" since it is costly & time-consuming otherwise. Got a quarter-million or more to get started?

are you asking about bulk rate mailing? That is where you get a discount for mailing over 200 pieces of mail at the same time. You have to go to the post office & apply for a permit & they give you a permit # (which has to be on each piece of mail) It cost about $100 a year. Then you have to sort your mail in zip code order your self & drop it off at their station. You can get all the info from the post office. The Chamber of Commerce also offers all kinds of free info & classes on starting your own business. Good luck
