Mailing List Purchases

How do I prevent my e-mail sent to my mailing list e-mail purchased, considered spam?
I run a company Home-based and I was wondering what is considered spam. I spoke with a representative of customer service and was told that if I can send over 25 e-mail, one hour or over 100 per day in the online site that is considered spam, but if I use another program such as Outlook, IncrediMail, etc. I can send as much as I want. Is this true? Do I have something in my Mailbox to give the person to withdraw my mailing list. I bought a mailing list e-mail and want to start sending emails to potential customers immediately, but I want to do the right thing and need all the information you can get on this, so I do not run the risk of losing my privileges and without losing my money on mailing lists to come. There are three different themes. First, all e-mail spam sent to a person without their permission is considered spam by the recipient. In addition, some ISPs (Internet service providers) have parameters that can detect the same e-mail sent to different people. In some cases, can change this setting.
